Methods of struggle against world financial crisis. M.G. Ermolaeva Abstract. In article the essence of market economy cyclic dynamics and methods of its regulation is considered. The analysis of the reasons of development of current global financial crisis is made. The estimation of efficiency of world finance international regulators reform is carried out. As an actual material the decisions accepted at the summits serve the Group of Twenty (G-20) in Washington (November 2008) and London (April 2009), Groups of Eight (July 2009). Approaches to perfect program-goal method of management in the light of budget reforms under solving problems of territorial development. N.Y. Terentjeva Abstract. The article existing problems of realization program-purposeful method in normative, methodological, organizational and accomplishing aspects. It handles tasks and difficulties of realization budget reform, and also the combination of results-oriented method’s elements and performance budgeting. The article provides comprehensive approaches of perfecting results-oriented method of managing in combination with performance budgeting on all phases of results-oriented approaching. Management functional assessment model for obtaining sustainable competitive advantages. Dmitry Maslov, Nicholas Chileshe, Paul Watson Abstracts. To attain and/or maintain a sustainable competitive advantage organisations worldwide require a competitive orientated management system, which is built on continuous learning, innovation and improvement. The proposed Management Function Assessment Model (MFAM) recognizes that sustainable excellence in all aspects of performance can be based upon the management functions of forecasting/planning, organising, co-ordination, motivation, control and communication. Being a TQM model and designed upon the world quality award models of Deming, Baldrige and EFQM, the MFAM advocates self-assessment based upon 5 functional assessment criteria, 25 categories and 100 focus areas correlated with corporate profitability and stakeholder satisfaction. Proposed two-sided assessment gives an opportunity to align leaders and employees opinions using a Management Adequacy Index, identify Zones of polarity and unity of judgments inside the collective calculating Index of Inside Employees Consent, identify areas to improve plotting Matrix of Areas of Improvement Abilities. The model is currently being implemented and monitored by a number of Russian and UK companies. This paper explores the model in more detail. The study used Canonical correlation methods to correlate simultaneously the management function features to the assessment of competitive advantage measures. The findings indicate that the MFAM is both reliable and valid. The result of the assessment, is a classification of the organisations into five different levels of management maturity in terms of achieving competitive advantage and also identifies the strengths and weaknesses of their management system. The paper further explores the model’s constituent parts and relates them to the process of gathering data on organisational requirements focused upon attaining/maintaining a competitive advantage. Prospects of development of the Russian regional banks. А.А. Moskvichev, L.N. Nazarova Abstract. In article prospects of small and average regional banks in bank system of Russia are considered. The opportunity of repartition of the Russian bank market in conditions of crisis is considered. The modern state policy in relation to regional banks is analyzed. It is drawn a conclusion, that together with disappearance of the competitive regional bank market opportunities of development of small business will be limited.
