The structural policy of «innovative breakthrough» O.S. Sukharev Abstract. The paper addresses the problem of conceptual studies and the choice of macroeconomic policies. Develops the idea that it takes into account the structural parameters of the economy and changing them, taking into account the inertial effects of motion sectoral structure. The author demonstrates a qualitative change in the development of Russian economic sectors (raw materials and non-oil sector) against the background of the general macroeconomic trends and growth 2000-2008 and crisis 2008-2010 on a simple structural model.

Determenistic chaos and nonlinear forecasting of the daily prices for gold on Poland, Russian and Ukrainian markets A.G. Rudnitskii, O.O. Rudnytska Abstract. Investigation of the complex dynamical behaviors of the daily prices for gold Russian, Poland and Ukraine Markets is presented. The correlation dimensions, maximum Lyapunov exponents and time reversibility are calculated for these time series. Tests results indicate enough evidence to accept the hypotheses of low-dimensional chaotic behavior in daily gold prices. Forecasting technique developed within the framework of nonlinear dynamics for irregular time series, – the local approximation method – is presented. All time series were tested and tuned to obtain the minimum of a normalized average prediction error (E) during the last 100 days using several past years as a training dataset.

Noosphere economy: the conceptual approach A.N. Neverov Abstract. In this article the basics conception of noospheral evolution of socio-economic systems is introduced. The author is consistently advocating the thesis about the necessity of the environment dynamic consideration in the models of economic development. Based on the synthesis of theory of noosphere of V.I. Vernadskiy and subjective approach of S.L. Rubinshtein the allocation of three macroperiods of economic development is proposed: economy of adaptation; economy of biosphere and economy of noosphere. The position that in the current time the socio-economic system is entering the phase of economy of noosphere is substantiated.

Resource potential of the agrarian sector of the region S.V. Dokholyan, Y.D. Umavov Abstract. This article is devoted to problems of improving the efficiency of the resource potential of the regions with a significant agricultural component. Disclosed elements of the resource potential of the agrarian sector in the region, including natural, material and technical, employment and innovation potential. We present a typology of the Russian Federation on the «key» indicators, based on which color the subjects of the Russian Federation, characterized by high levels of agricultural production and resource potential of agriculture in the region, which could become a «growth poles» of agricultural production in the country.

Influence of the customs union on structure of customs (оn an example of the Orenburg region) A.Y. Bakhareva Abstract. Modeling of dynamics of an index of RTS in the conditions of crisis: the forecast and actualization for the fact sheet K.A. Torzhevsky Abstract. In article possible scenarios of dynamics of an index of RTS in the conditions of an exit of the Russian stock market from crisis and their actualization on the fact sheet are considered. Calculations of dynamics of an index of RTS were made on base regression the model reflecting dependence of the considered index from the price for oil and received with use of time numbers (under the monthly data), concerning a crisis phase of development of the market. Comparison of theoretical numbers of the data and empirical dynamics of an index of RTS in the tabular and graphic form is made.

Financial relations are relatively new, the region for the application of the institutional approach, which is true for the Russian economic science. The starting point for institutional analysis of financial relations is an elementary treatment of money as a financial institution. Accounting of liabilities for decommissioning of assets associated with the oil and gas extraction in accordance with IFRS and U.S. GAAP E.V. Tkachenko Abstract. For many years, accountants working in the oil and gas industry, worried about the problem of correct accounting of liabilities for decommissioning of assets associated with the oil and gas extraction. In 1998, was released International Accounting Standard 37 «Provisions, Contingent Liabilities and Contingent Assets». In 2001 came the U.S. GAAP standard SFAS № 143, «Asset retirement obligation». In this article the author will review the requirements of U.S. GAAP to accounting of liabilities for decommissioning of assets associated with the oil and gas extraction and compare them with the requirements of IFRS.

Increasing the interest of the workers as a condition of reproduction of labour resources in agriculture O.N. Pronskaya Abstract. The article considers the mechanism for the economic regulation of reproduction of labour resources in agriculture on the basis of the increase of interest of employees in the effective results of work. Recommendations proposed for a differentiation of the level of remuneration depending on the level of his performance in the industry, methodology of substantiation of perspective the level of remuneration of labour of the workers, the calculation of rates of payment for labour of the farm manager for profit, which will provide for the conditions of the extended reproduction in agriculture.

Production efficiency of milk in Krasnoyarsk territory S.A. Shelkovnikov, L.A. Ovsyanko, N.V. Grigorev Abstract. In article with the help correlation-regression analysis dependence of profitability of manufacture of milk on the sums of the given grants and on a livestock of dairy herd is revealed. Change of profitability is determined depending on each of factors in a cut of groups of the enterprises (profitable and unprofitable). Entrepreneurial Opportunities: Questions and lessons for entrepreneurial adjustment John O. Ekore Abstract. The paper presents a contextual view of attempts that consider entrepreneurial opportunities. Specifically, questions were generated and lessons for entrepreneurial adjustment considered. It was revealed in the paper that certain questions largely determine individual’s adjustment to identifying entrepreneurial opportunities. It was proposed that psychological skills more than other variables would influence entrepreneurial opportunities identification and exploitation, especially in an African country. It was concluded that there is no permanent address for entrepreneurial opportunities. People are known to experience different level of adjustment when they engage in similar venture at the same location and same time. This has implication for those who seek entrepreneurship opportunities in terms of knowing what, where, when, and how to go about it. Therefore, they require psychological skills to minimize the negative impact of venturing into entrepreneurships.

Practical aspect of gender influence on leadership in Russian organizations L.A. Kuyarova, N.S. Makatrova Abstract. The article is devoted to gender stereotypes concerning leadership in organization. The authors present the results of their research held in 2009-2011 with regard to appointment of a new manager. They analyze the impact of stereotypes in three ways: choice of a proper candidate for a vacancy, assessment of a new manager’s results by subordinates and colleagues and self-estimation of female bosses.

Economic-mathematical modeling and forecasting the development of the small industrial business in Russia A.V. Gorlov Abstract. With the help of statistical analysis conducted econometric study the combined effect of production and macroeconomic factors on the development of Russian small industrial business. On the basis of statistical analysis carried out to build a multifactor production function reflecting the dependence of the gross output of small industrial business from production and macroeconomic factors. Formulated six scenarios of development of small industrial business and with the resulting production function fulfilled its growth forecast for 2010-2013 years.

In article the author presents the analysis of preconditions and contradictions of transformation of an educational paradigm in a context of construction of economy of knowledge. It is revealed that in modern conditions it is not correct to declare change of an educational paradigm, and it is more logical to speak about evolution and transformation of an existing paradigm. As a matter of fact, in the conditions of economy of knowledge, the paradigm nature remains also invariable. Its toolkit is transformed only. Methods of comparing different ways of integration of firms in M&A transactions N.E. Yegorova, D.R. Shamsieva Abstract. In article is a comparative analysis of various variants of transactions M&A on the basis of diagrams of influence and trees of decisions is made. Examples of numerical calculations for possible variants of merge and absorption of two large companies, operating in the market of mineral fertilizers are resulted. Construction of model of an optimum portfolio of securities A.I. Buresh Abstract. Determined that the stock markets, including stock exchanges in co-time Russia turned into one of the constituent parts of the economy. It is revealed, that the rapidly growing volumes of operations and expands the list of the institutions serving the stock market. It is established, that increasingly broad range of corporate and private investors, interested in the opportunities to profitably and reliably enough to place their funds and prefer to invest in the stock market, in spite of the risk factors. This in no small measure contribute to the trends of state regulation of operations on the stock market, ensuring of the rights of investors and opportunities for placement of funds in accordance with the requirement of the time.
