Abstract. The nature of power is examined as a social phenomenon; its essence is revealed which is concluded in the force of a public resource of the resource owner; it is emphasized that the power dominates by the triune way: coercion, inducement, persuasion; it is suggested that social progress - as the humanity will be getting more complex - will be made by energy, talent and power of businessmen.

Strategic concepts of China in geopolitical aspect. A.A. Khramchikhin

Abstract. Strategic concepts, in which military building in the Peoples Republic of China is based, have openly offensive character. Russia and Kazakhstan, probably, are considered as the basic directions of Chinese expansion not only in economic and demographic, but also in the military form. In this connection the special attention must be drawn to the «strategic borders and living space» concept.

The contracts theory, unfavourable selection and the efficiency problem of interacting agents. O.S. Sukharev

Abstract. A new version of the contracts theory in terms of economic agent’s interaction analysis, their competition, ideas about unfavourable selection, legal efficiency/inefficiency, institutions dysfunction is elaborated in the article. The author evaluates efficiency criteria and offers his own model of effective contracting, considers conditions and restrictions of contract interactions of agents subject to the model of agents’ behaviour in a view to legal efficiency and opportunism. The critical estimation of O. Williamson’s contracts theory is given and the author's classification of contracts and the basis of the contract theory corresponding to the changed format of modern contracting on a microeconomic level are suggested.

Evaluation of public property of Republic of Moldova in the IVS light. S.E. Albu

Abstract. In this study we examined the particularities of evaluation of public property for financial reporting and privatization; we analysed the recommendations of the International Valuation Standards and the requirements of national legislation; were examined the methodology of estimation of public property of the Republic of Moldova for privatization and types of value required by the national legislation; we emphasized existing problems.

Russian stock market recovery scripts and models (based on regression methods). К.А. Torzhevskiy

Abstract. The article describes the experience of modeling in the Russian stock market crisis phase of its development cycle (2008–2010 years). As a basic instrument by the regression model («RTSI-the price of oil»), by comparing the simulation results and actual data being assessed a possible recession forecast scenarios of the market (optimistic and pessimistic).

Food safety quality management system as the effective instrument of single market policy. Natalia Lashkevich

Abstract. Open markets matter is a key matter of globalisation and liberalisation processes in international trade. Single market policy aims to ensure a better functioning of markets for the benefit of consumers and business. However, the dilemma of the Single Market is to reduce non-tariffs barriers and to provide food safety. Therefore, in order to solve the dilemma it is necessary to have holistic specific effectiveness control system which should base on risk assessment and traceability of food chain to find critical points for further international convergence between the EU and third countries. Food Safety Quality Management System (FSQMS) is a system of controls that manage food safety in a food business in order to improve  the confidence in the quality of products for consumers, to increase a range of economic activities for business operators, to promote a more competitive and sustainable Europe.

A low-height housing construction proto-cluster in a resource type region. I.V. Korchagina

Abstract. The concept of territory cluster development with ore mining centers, innovative manufacturing methods and technical development zones brought into focus is adhuc pressing. Potential clustering of branches and integration of viz. smaller entities into the value chain has a material constraint associated with the structure of industry and the predominance of vertically-integrated groups in the region. A systematic multi-level cooperation of everybody concerned, active participation of the regions in the existing international programs can stimulate the formation of a full cluster in the region, transferring some proven experience to more industries. The initial stage for implementation of a regional cluster-based policy should be the worked out set of measures with intent to pass the timeline and development of a proto-cluster.

Russian model of governance. V.M. Shepel

Abstract. Russia at a crossroads: how to confirm the status of the Great Powers? Over the years, after breaking a great power, which was a Soviet Union and modern Russia has failed to seize the baton of high public esteem. Evidenced by many facts: the overwhelming majority of poor citizens in the country, along with the official government, ruled by corruption, crime and housing, the main source of state revenue - sale of natural resources. Internationally, the Russia is experiencing constant humiliation of public image: more than 17 years standing at the door to the WTO, stubbornly ignored the opinion of Russian diplomats over the aggression of some countries, held in unfriendly towards Russia's military policy. Russia - a unique country in its history, scientific and cultural achievements, its geopolitical location, talent and courage of the people. A country with vast natural resources. All this proves that Russia has ample opportunity to gain international respect and be an example in creating a healthy lifestyle for its citizens. Implementation of these features is complicated by Russia that the country has not developed an adequate system of these features of public administration. What is primarily due to the lack of national leaders of the national concepts of management. Refer to the words of Churchill, "democracy - not the best form of government, but there is no other" - is insufficient argument to not seek control model, relevant civilized goals reconstruction of the country as a civil society. Weighted solution to this problem - is to find ways to further the state of RussiaHistory and current practice indicate that civilized societies are not set by the social revolutions (class, national, "color"). Any revolution or regime change justified by the authorities when their completion in the society created a scientific system of multi-level governance, successful problem-solving material and spiritual support of people. In this regard, it should be borne in mind that the Western experience in the field of management to us is helpful, but not as a dogma. The fact that Western management was created under the influence of becoming capitalist economy, as its mandatory order, with all its pluses and minuses. The current situation in the world suggests that Western management is unable to cope with the existing problems in the economy. Its processes are increasingly becoming unmanageable. And any hopeful prospects that, while remaining a prisoner of the old concepts of management, the West finds a positive way out of crisis socio-economic differences, even in the virtual future are not available. Therefore, the Russians should take a conceptual reversal: a paradigm of innovation management at the sketch of the future economy of Russia. The country needs a new model of economic management, where the priority of its development is determined by the values ​​of humanistic philosophy and system of scientific knowledge. As an initial send to find a management model of the Journal ISR editorial board offers to acquaint the reader with the material prof.
